Comprehensive Sales is the new name for the Tobacco Retailer Licensing category, which includes a variety of tobacco retail sales regulations.

The query works as follows: It selects ALL Jurisdictions, with SALES Policies, that have the selected parameters as true. For instance, if you select both YES and NO on Question 45 you will see the results of all policies that answered either YES or NO to that question. If the search includes more than one response choice per question, the results will include jurisdictions that match ANY of those parameters (an OR search).
